The National Cen­tre for Research and Devel­op­ment (NCRD) is the imple­ment­ing agency of the Min­is­ter of Sci­ence and Higher Edu­ca­tion. It was estab­lished to carry out tasks within the state poli­cies on sci­ence, inno­va­tion as well as sci­ence and tech­nol­ogy. The chief aim of the NCRD is to sup­port the cre­ation of inno­v­a­tive solu­tions and tech­nolo­gies that increase the com­pet­i­tive­ness and inno­va­tion of the Pol­ish econ­omy. The NCRD is to strengthen the col­lab­o­ra­tion between busi­ness and acad­e­mia, lead­ing both to a greater engage­ment of entre­pre­neurs in research fund­ing, as well as to a more effec­tive com­mer­cial­i­sa­tion of this research. While car­ry­ing out those tasks, the NCRD ensures that pub­lic money spent on R&D activ­i­ties deliv­ers best pos­si­ble ben­e­fits to the Pol­ish economy.

Thanks to its exten­sive pro­gramme offer, the NCRD is able to pro­vide finan­cial sup­port for a project on every level of tech­no­log­i­cal readi­ness. The aim of the pro­grammes car­ried out is not only to increase the poten­tial of Pol­ish sci­en­tific and indus­trial enti­ties, but also to strive for tech­no­log­i­cal inde­pen­dence through the cre­ation of Pol­ish know-​how in terms of defence, secu­rity and technology.

The bud­get devoted to R&D has sys­tem­at­i­cally been on the rise and in 2014 amounts to PLN 5,3 bn.

BRIdge VC Pro­gramme; public-​private sup­port for R&D com­mer­cial­i­sa­tion in part­ner­ship with cap­i­tal funds.

The main pur­pose of BRIdge VC is to estab­lish public-​private instru­ments, the type of Ven­ture Cap­i­tal aimed at pro­mot­ing the com­mer­cial­i­sa­tion of research and devel­op­ment and increas­ing the num­ber of pri­vate invest­ments, in par­tic­u­lar of high risk funds, in the research and devel­op­ment oper­a­tions in Poland.

In the fundrais­ing process, the NCRD pro­vides 50% of the com­mit­ments in each of instru­ments, while the remain­ing 50% is expected from pri­vate investors. This sub­or­di­nated nature of NCRD financ­ing pro­vides an attrac­tive invest­ment oppor­tu­nity and return pro­file for investors. Expe­ri­enced, inter­na­tional VCs are well‐placed not only to pro­vide fund­ing, but also oper­a­tional know‐how to drive SMEs to the next phase of growth.

BRIdge VC pro­gramme uses crowd­sourc­ing – the NRDC has not defined the guide­lines for the struc­ture, which is to be exe­cuted through a co-​operation agree­ment, but has deter­mined only the bound­ary con­di­tions that have to be met by such a structure.

The R&D projects will be financed within the frame­work of BRIdge VC, based on the agree­ment on co-​operation between the NCRD and VC funds (Pol­ish and/​or global fund). Each invest­ment project will be car­ried out by a spin-​off com­pany, with its share­hold­ers being VC funds, inven­tors and/​or sci­en­tific enti­ties as co-​owners of the rights. Invest­ment projects will be selected by the invest­ment com­mit­tee com­posed of rep­re­sen­ta­tives of VC funds and the NCRD.
